NEW ORLEANS (CN) - In another complaint of FEMA bungling its response to Hurricane Katrina, Grace Harbour Christian Ministries claims FEMA promised to deliver it 800 manufactured homes for storm victims, but only delivered 48.
The ministry says in Federal Court that FEMA induced it to accept $2,200 deposits from "desperate" refugees, and to buy insurance and assume financial responsibility for the housing, then refused to deliver.
