HONOLULU (CN) - Marvin Cooper and Billion Coupons targeted deaf people in a $4.4 million Ponzi scheme with 125 victims, and Cooper siphoned off $1.4 million for himself, the SEC claims in Federal Court. It claims Cooper invested only $800,000 of the money in foreign exchange accounts, as promised, and lost more than $750,000 of it.
Cooper, 32, lives in Honolulu. The Commodity Futures Trading Commission sued him too.
