Would-be kidnapper

VIDALIA, La. (CN) — A Louisiana appeals court agrees with the trial court that the sheriff of Concordia Parish is 90% responsible for damages suffered by a Walmart shopper who was nearly kidnapped by an inmate in street clothes who had been left unattended at the nearby courthouse before he walked away and tried to steal her car.
