Woman Says Predator Doc Got Her Hooked

CLEVELAND (CN) - A doctor whose license was revoked sought referrals of women with addiction problems, provided them with controlled substances and sexually molested them, one of his alleged victims claims in Cuyahoga County Court.

Dr. Herbert Medoff, who was convicted of drug trafficking charges in February 2008, "solicited John Doe to refer female patients whom he could make dependent ... upon medications defined as controlled substances ... in order to sexually molest, victimize and corrupt these patients," the woman says in her complaint.

Lisa C., a recovering addict and the plaintiff, says Medoff "prescribed and dispensed controlled substances to [her] to intentionally render her substance-dependent and to corrupt her with controlled substances for the purpose of sexually molesting and abusing her."

She claims Medoff "sexually assaulted [her] by forcing her to engage in non-consensual sexual contact and by exposing himself to her, by forcing her to watch him masturbate to ejaculation and by compelling sexual intercourse as a condition of his delivery to her of medications that she needed to treat intractable pain."

She claims that she "was unable, as a result of her addiction and impaired mental condition, to understand and control the nature of her relationship with Medoff and did not discover the scheme he employed ... until after she was interviewed by detectives and police officers."

According to the complaint, Medoff was convicted on Feb. 22, 2008, "for trafficking in drugs and corrupting another with drugs, one of whom was the plaintiff." He was sentenced to prison and has been locked up since March 19, 2008, according to the complaint.

The plaintiff says she was Medoff's patient from November 2004 until April 2007.

She claims that while Medoff was sexually preying upon her, he also "sought referrals of other women with addictive personalities from a person known to plaintiff only as John Doe. ... John Doe obtained money and/or controlled substances from the defendant as considering for referring and steering female patients to the defendant."

She seeks punitive damages for sexual assault, medical malpractice, intentional infliction of emotional distress, conspiracy and other charges. She is represented by Stephen Thomas of Chagrin Falls.
