Woman Says HOA Boss Is A Snoop

LAS VEGAS (CN) - In a classic HOA complaint, a woman claims that after repeated, fruitless complaints to her homeowners association that her neighbor was intrusively videotaping her and her young daughters, she put a "privacy screen" in her back yard, and the HOA then cited her for violating its rules. The neighbor is the director of the HOA.

Monica Moffatt sued the Estrella Homeowners Association and its president, her neighbor Thomas Giglio, and Giglio's roommate, Kristen Dolokowski. She claims Giglio set up high-intensity lights and multiple video cameras to photograph her and her young girls, and that the North Las Vegas Police Department blew off her complaints about Giglio's snooping. She demands damages for negligence, breach of contract, privacy invasion, and intentional infliction of emotional distress.

She also sued the Complete Association Management Co., which manages the properties. She is represented in Clark County Court by Gus Flangas.
