Woman Says Cop Sexually Pawed Her

ANNAPOLIS (CN) - A woman demands $3.8 million from Anne Arundel County, claiming it negligently hired unqualified police Officer Joseph Mossmiller, who pulled her over for his own gratification, ordered her to "show me your tits" under threat of arrest, then fondled her and photographed her with his cell phone. She says Mossmiller has pleaded guilty to criminal misconduct.
