RICHMOND, Va. — A former officer claims the Petersburg (Va.) Bureau of Police fired him on a bogus claim of "moral turpitude" because he ate "one piece of abandoned and valueless candy found on the floor" of a house he was searching as part of a criminal prosecution, in Federal Court.
