WASHINGTON — A federal court in Washington sided with the Environmental Protection Agency and environmental groups in a suit brought by a trade association representing the U.S. tugboat, towboat and barge industry challenging the federal agency’s decision that allowed the Puget Sound “no-discharge zone” to go into force.
