A federal judge ordered the New Mexico Game Commission to rule on ranch owners' applications to prohibit public access to the rivers that run through their land. A pending constitutional challenge to the water-access posting rule in another case does not support the department's refusal to fulfill its administrative duties until that other case is decided.
