SAN FRANCISCO — Upholding the dismissal of a lawsuit against the Washington state attorney general, the Ninth Circuit ruled a free speech group’s representation of a right-wing political operative in a state court appeal does not subject it to disclosure requirements under Washington’s Fair Campaign Practices Act.
