NEW ORLEANS — The Fifth Circuit upheld the grant of immunity to a Texas Medical Board investigator who seized appointment ledgers and credit card receipts at a doctor’s office without a warrant. The investigator's search served an administrative purpose because she was investigating a complaint that the doctor was operating an unregistered pain management clinic.
