LONG BEACH, Calif. — Reversing, a California appeals court ruled the trial court improperly dismissed a class action accusing Long Beach of failing to pay some workers the California minimum wage; as workers’ well-being is a statewide concern, the Legislature may impose a minimum wage despite the charter city’s own rules.
