SAN FRANCISCO — A **Ninth **Circuit panel **ruled Monday that U.S. District Judge Charles Breyer did not abuse his discretion in approving a $327.5 million settlement between auto parts maker Robert Bosch GmbH and consumers who bought Volkswagen diesel vehicles tainted by emissions cheating software.
