SAN FRANCISCO — The Ninth Circuit ruled against a man who claimed Arizona failed to count his vote in the 2016 General Election. He, along with 2,000 others, applied to vote on Oct. 11, 2016 — one day after the deadline to register to vote. The deadline day was also Columbus Day, a state and federal holiday, during which certain voter registration methods were unavailable.
