HOUSTON — A Texas appeals court ruled that the Public Interest Legal Foundation, a conservative legal group based in Indiana, and a Harris County voter lack standing to obtain mandamus relief on their claims that the county’s voter registrar is failing to perform her duty to “reject and challenge all voter registration applications that do not contain a ‘YES’ answer to the question ‘Are you a United States citizen?’”
