ALEXANDRIA, Va. - The Virginia Department of Transportation and Fairfax County claim the U.S. Environmental Protection Agency exceeded its powers under the Clean Water Act by trying to regulate water flow and some land use characteristics, such as "impervious cover," in Federal Court.
