Video sweepstakes

RALEIGH, N.C. — The Supreme Court of North Carolina upheld a finding that Gift Surplus and Sandhill Amusements’ new kiosk-based video game, modified since the last time they appeared in the court, violates the state’s ban on video sweepstakes because “chance predominates over skill” in the game.
