NEWARK (CN) - When Army veteran Charles Hagans arrived at the VA Hospital in East Orange for dialysis, Veterans Affairs Police officers assaulted and arrested him with unnecessary force on a warrant for a guy named Higgins, and the Essex County Sheriff's Department held him in prison for 11 days, insisting his name was Higgins, though he showed them multiple IDs proving he is Hagans.
