Unreasonable force, officer

BOSTON — The First Circuit upheld a jury’s damages award against a police officer who slammed a man to the ground on his birthday even though he wasn’t resisting arrest. Qualified immunity does not protect him from the $2,000 in punitive damages and $1 in nominal damages because “every reasonable officer would understand that this conduct was unlawful.”
