Unlawful Voters

WASHINGTON (CN) - Aliens who normally would be inadmissible to the United States because they illegally voted in the country, are exempt from the usual rule if both parents were citizens, the alien came to the United States before he or she was 16 years old, and the person thought he or she was a U.S. citizen.

The State Department has adopted the interim rule on this subject as final, without change.
