GEORGE, Utah — Nine environmental groups sued Secretary of the Interior David Bernhardt for granting rights-of-way across public lands to an Estonian oil company to build a giant oil-shale mine and processing plant, draining more than 100 billion gallons of water from the Green River in Utah’s Uinta Basin.
