SAN FRANCISCO — A California appeals court affirmed that Uber must comply with San Francisco’s administrative subpoenas for data and records provided to the California Public Utility Commission, as the city and county have broad authority to investigate entities they suspect of violating the law, and had reasonable suspicion that "transportation networking companies" were responsible for most of the city's moving violations.
