ATTORNEY FEES - Plaintiff moved to intervene in a complaint that the county failed to eliminate its sanitary sewer overflows as required to the Clean Water Act. The county entered into a consent decree that required the county to complete remedial projects on 16 of the 17 sanitary sewer overflows. The Sixth Circuit found that the district court properly awarded plaintiff attorney fees because plaintiff's efforts achieved representations from the government that the government would not delay the implementation of the decree deadlines. Affirmed.
