CIVIL RIGHTS, IMMUNITY - The First Circuit granted immunity to three officers who kept shooting at a suspect after he had fallen to the ground. The circuit said the officers arrived after shots had been fired and did not use excessive force when they shot at the suspect because he was rollingon the ground with his hands shielded from their view.
