DEL RIO, Texas — A federal court in Texas dismissed a civil rights lawsuit brought by a man who was held by Border Patrol for three days without being fed, allowed to clean himself or given medical attention for his asthma even when he began wheezing. He did not exhaust Border Patrol complaint procedures before filing suit.
