SAN FRANCISCO — The Ninth Circuit upheld a lower court’s dismissal of an environmental nonprofit’s challenge to the Bureau of Indian Affairs’ approval of a lease between the Campo Band of Diegueno Mission Indians and a developer. The tribe rightly argues that upsetting the approval would implicate its sovereignty and rights.
