Transgender in prison

NEW ORLEANS — The Fifth Circuit vacated a district court’s order denying sovereign immunity to members of Texas’ Correctional Managed Healthcare Committee in a suit brought by a transgender woman who is incarcerated in a men’s prison. The woman alleges officials violated equal protection by denying her sex-reassignment surgery.
