A federal court in Kansas overruled a motion to dismiss Kansas Highway Patrol Superintendent Herman Jones from a civil rights suit relating to claims interstate drivers were unconstitutionally stopped, held and searched due to a general suspicion of marijuana being trafficked out of Colorado.
