PHILADELPHIA - The Protect All Cigarette Trafficking Act is a legitimate legislative effort to combat tax evasion in the tobacco market, a federal judge ruled, rejecting a retailer's claim that the act saddles tobacco dealers with onerous tax-compliance requirements and places unfair restrictions on online businesses that ship tobacco products.
