Three States Fail to Submit Pollution Plans

WASHINGTON (CN) - Georgia, Illinois and Pennsylvania failed to submit State Implementation Plans to satisfy requirements of the Clean Air Act for attaining the 1997 National Ambient Air Quality Standards for particulate matter less than 2.5 micrometers, the Environmental Protection Agency reported.

States with areas that have not reached the Clean Air Act standards were required to submit plans by April 5, 2008, demonstrating how each non-attainment area would achieve the 1997 PM2.5 standards. After missing the deadline for 18 months, any new pollution source in a non-attainment area can only begin operations if it secures a two-to-one offset in emissions from another source in that area.

If within 24 months of the deadline a state does not submit plans detailing how each non-attainment area will meet the particulate matter standards, the EPA may implement highway funding sanctions in the non-attainment areas and will impose a federal implementation plan on the state to meet the particulate matter standards.
