Three Named to California Appeals Court

SACRAMENTO (CN) - Gov. Jerry Brown appointed three judges to California's Second District Court of Appeal, which covers Ventura and Los Angeles counties.

Elwood G. Lui was appointed to Division One, Lamar W. Baker to Division Five and John L. Segal to Division Seven.

Lui, 74, of Los Angeles, has been of counsel at Jones Day since 2014, where he was a partner from 1987 to 2013. He was an associate justice at the Second District Court of Appeal from 1981 to 1987, a judge in L.A. Superior court from 1980 to 1981, and an L.A. Municipal Court judge from 1975 to 1980. After working as a deputy attorney general for California from 1969 to 1971, he was in private practice. He is a Republican.

Baker, 37, of Washington, D.C., has been special assistant and associate counsel to the president since 2013. He was a deputy assistant attorney general in the Justice Department's Office of Legal Policy from 2013 to 2013, chief of staff there from 2011 to 2012, and senior counsel from 2010 to 2011. Baker was an assistant U.S. attorney in California's Central District from 2005 to 2010 and also has worked in private practice. He is a Democrat.

Segal, 54, of Los Angeles, has been a judge at L.A. Superior Court since 2001. He was a partner with Mitchell, Silberberg and Knupp from 1995 to 2000, and an associate there from 1988 to 1995. He is a Democrat.

All the appointments require confirmation by the Commission on Judicial Appointments. The salary is $211,260.
