DOVER, N.H. — The Stafford County Superior Court ruled that a 51-year-old woman violated the New Hampshire Civil Rights Act by threatening to kneel on the neck of a 9-year-old Black child and calling him a racial slur after he accidentally broke a toy that belonged to her son. The woman was fined $2,500, with $2,000 suspended for three years conditioned on her compliance with an injunction prohibiting her from contacting the victim or his family or from knowingly coming close to them.
