The USDA Wants to Expand Paper Market

WASHINGTON (CN) - The U.S. Department of Agriculture has proposed a program aimed to expand the manufacture and trade of paper-based products.

In a proposed order, the USDA stated that the markets for certain types of paper declined by 15 percent between 2000 and 2010, and that a program is needed "to maintain and expand markets for paper and paper-based packaging."

The proposed program would deal with four types of paper: printing, writing and related paper, kraft packaging paper (i.e. grocery bags, wax paper), containerboard and paperboard.

The program would be funded by an assessment on American paper manufacturers and importers, initially 35 cents per 2,000 pounds.

Industry members would administer the program and develop "programs, plans and projects for promotion, research, education and other activities, including consumer and industry information and advertising," according to the propsal.

The USDA seeks comments on the proposed rule, which are due by March 4.
