SAN ANTONIO (CN) - The San Antonio-Bexar County Metropolitan Planning Organization is unconstitutionally planning to turn public highways into toll roads, Texas Uniting for Reform and Freedom claims in Federal Court.
TURF also sues Sheila McNeil, a San Antonio city councilwoman and chairwoman of the SAMPO Transportation Policy Board. It claims she directs various unelected, appointed members of the board who act "in automatic lockstep" to expend millions of dollars of public money for the toll roads conversions. TURF claims the voting weight of the unelected commissioners dilutes the voting rights of citizens, in violation of the 14th Amendment. It demands an injunction blocking SAMPO from conducting business unless it reorganizes to give voters fair representation. TURF is represented by David Van Os. See complaint.
