WASHINGTON — In a case arising from the death of a 3-month-old girl when a Hamas terrorist ran his car into a crowd in Jerusalem in 2014, a federal appeals court ruled against her grandfather, who claimed the government should have distributed payments more promptly and regularly from a fund established by the Justice for U.S. Victims of State Sponsored Terrorism Act.
