SAN FRANCISCO — The Ninth Circuit reversed a naturalized U.S. citizen’s convictions on conspiracy to provide material support to Al-Qa’ida. However, the remainder of his convictions are affirmed for terrorism-related offenses stemming from a failed plot to join militants engaged with American forces in Afghanistan.
