WASHINGTON — The D.C. Circuit revived a suit by the Vermont National Telephone Company that says telecommunications companies defrauded the U.S> government of $3.3 billion by “manipulating Federal Communications Commission rules and falsely certifying their eligibility for discounts on spectrum licenses.”
