OAKLAND, Calif. — Oleg Tinkov, the founder of a Russian bank who was convicted of filing a false tax return resulting in a tax loss of more than $248 million, paid over $508 million as part of his plea agreement and was sentenced to time served, a year of supervised release, and ordered to pay another $250,000.
