Argus Leader Media rewrote the definition for the term “confidential.”

The Ninth Circuit ruled against an animal rights group seeking records relating to state court litigation about a tiger named Tony, who was displayed in a case at a Louisiana truck stop. The Freedom of Information Act allows for expedited processing of records if failure to obtain them poses an imminent threat to an “individual,” but animals are not “individuals.”
