Switching Contractors Should Keep Workers

WASHINGTON (CN) - The Labor Department has proposed regulations for keeping qualified workers on government service contracts when the contractor changes.

This action implements a 2009 executive order establishing a general policy for service contracts and solicitations to include a clause requiring a succeeding contractor and subcontractors to give a right of first refusal for employment to those that have been working under the predecessor contract, in positions for which they are qualified.

A carryover work force reduces disruption to the delivery of services during the transition between contractors, and keeps trained and experienced workers in the positions, according to the proposed rule.

The requirement would not apply to managers and supervisors.
