SAN FRANCISCO – Three top swimmers filed a federal class action against Federation Internationale de Natation (FINA), the world’s governing body for aquatic sports, claiming that the organization oversteps its boundaries by threatening to ban swimmers from Olympic events if they participate in events that are not given preapproval by the group.
