Suspension stays after ass-kicking comment

NEW ORLEANS — A New Orleans water board engineer was unable to get a federal court to block his three-day suspension for unprofessionalism pending trial of his First Amendment lawsuit. The engineer was not disciplined for speaking as a private citizen on a matter of public concern, but for his conduct toward a coworker; others testified he called the executive director an “idiot” and yelled about how he “kicks ass,” comments the litigant apologized to his coworker for in open court.
