SAN FRANCISCO — In a dispute stemming from a class action relating to benefits for conditions tied to exposure to Agent Orange, a federal judge in California ruled the U.S. Department of Veterans Affairs must, within 30 days, rescind a rule that blocks beneficiary payments to deceased veteran’s children if the department mistakenly overpaid benefits to other children until the previously released payments are recovered.
