ATLANTA - Three applicants want the Georgia State Board of Physical Therapy enjoined from refusing to let people trained in India, Pakistan, Egypt and the Philippines from taking the licensing exam. The state claims allegations of "security breaches" in those countries allowed applicants to cheat.
