State Agencies Battle Fed in California Water Fight

SACRAMENTO (CN) - In the long-running battle over the Bay Delta Conservation Plan, two state water agencies say the U.S. Fish and Wildlife Service is trying to force through construction of a peripheral canal that voters rejected in 1982. As Mark Twain observed more than a century ago, in California, whisky is for drinking and water is for fighting.

The plan in water-starved California has generated lawsuits from environmentalists, farmers, water agencies and private citizens, fighting on behalf of fish, birds, land, animals, native plants, agriculture, the economy and themselves.

Here are the parties to the latest round in Federal Court: Central Delta Water Agency and South Delta Water Agency v. United States Fish and Wildlife Service, Rowan Gould, Ken McDermond, Lori Rinek, Ren Lohoefener, Dan Castleberry, National Marine Fisheries Service, James Balsiger, Russ Strach, United States Bureau of Reclamation, United States Army Corps of Engineers, California Natural Resources Agency, California Department of Water Resources, California Bay Delta Authority, State Water Resources Control Board, California Department of Fish and Game, Metropolitan Water District of Southern California, Kern County Water Agency, Santa Clara Valley Water District, Westlands Water District, Zone 7 Water Agency, San Luis & Delta Mendota Water Authority, Contra Costa Water District, Friant Water Authority, North Delta Water Agency, Mirant Delta LLC, The Nature Conservancy, Environmental Defense Inc., Defenders of Wildlife, California Farm Bureau Federation, American Rivers, Natural Heritage Institute, The Bay Institute, and the Bay Delta Conservation Plan Steering Committee.
