WASHINGTON (CN) - The assets of those contributing to the instability of Somalia will be seized under a national state of emergency declared by President Obama. Relevant acts may include piracy, theft of humanitarian relief supplies and trafficking in arms.
The Secretaries of Treasury and State may seize the assets of any involved person, organization or country.
The President's order is specifically targeted at suspected members of the Somali Islamist militia al-Shabab which has been fighting to over throw the Somali Transitional Federal Government that only nominally controls the country beyond Mogadishu.
Al-Shabab emerged after the collapse of the Islamic Courts Union which briefly enforced Sharia law on those parts of Somalia not controlled by the government. Al-Shabab was designated as a Foreign Terrorist Organization by the State Department in February 2008.
