Social costs of emissions

ST. LOUIS — The Eighth Circuit affirmed dismissal of 13 GOP states’ request to block the reestablishment of a federal working group on the social costs of greenhouse gases, ruling they lack standing because they cannot show the group’s estimates will cause them any injury.
