Smoking in jail

MONROE, La. — A former prisoner’s lawsuit will proceed against a Louisiana sheriff that failed to enforce its jail’s smoking policy, exposing the ex-inmate to tobacco smoke and e-cigarette vapors that he said caused him headaches, coughing and increased blood pressure. Because “there are no safe levels of exposure to secondhand smoke,” his negligence claims survive dismissal.
