MANHATTAN – UPS owes $18.8 million in unpaid taxes and $78.8 million in penalties for illegally shipping cigarettes into New York, the Second Circuit **ruled , modifying the trial court’s determination that had the company paying $9.4 million in unpaid taxes and $237.6 million in penalties.
