Sheriff Jails People Illegally To Build Support For A New Jail, Class Action Complains

CINCINNATI (CN) - The Hamilton County Sheriff is conducting a campaign of "propaganda and harassment ... to artificially inflate the number of individuals being detained in Hamilton County through the use of bond revocation procedures," because he's seeking tax dollars to build a new jail, according to a federal class-action complaint. Plaintiffs say Sheriff Simon Leis' pretrial program unconstitutionally uses electric monitoring devices, random searches, drug tests and improper bond revocation and incarcerations.
